1999 US Mint Proof Set. Made by the US government mint. Coins are packaged in two hard plastic holders and each coin has the proof "S" mint mark. Each coin is double-struck on a highly polished coin blank to create beautifully frosted designs and a mirror-like background. They are the highest-quality examples of that year's circulating coins, but they are made in very limited editions. Each US Proof Set is delivered in the original US Mint packaging. The United States Mint 50 State Quarters Program begun in 1999 produced a series of 50 quarter dollar coins with special designs honoring each state. Five different designs were issued each year from 1999 through 2008. States were commemorated in the order of their entrance into statehood. Each state theme was proposed, and approved, by the governor of that state. Final designs were created by Mint personnel.
